God Valley Theory: The World Government’s Darkest Secret

With the 2027 One Piece film officially set in God Valley, anticipation among fans has never been higher — and Japanese theorists are now asking the question that changes everything: what really happened at God Valley 38 years ago, and was the World Government’s erasure of that event the original sin of the Final Saga? If this theory is correct, the God Valley Incident isn’t just Roger and Garp’s backstory — it is the hidden engine driving every conflict in One Piece right now, from the Celestial Dragons’ stranglehold on the world to the secret of the Rocks Pirates’ true goal.

The Theory

Core Hypothesis

The God Valley Incident was deliberately erased from world history because the Celestial Dragons were using the island as a site for illegal Devil Fruit experimentation on slaves — and Rocks D. Xebec’s true goal was not conquest, but destroying that facility and freeing its captives.

This theory reframes Rocks D. Xebec — the most feared pirate in history — from a power-hungry warlord into something far more dangerous to the World Government: a revolutionary who knew the truth. If the theory holds, then the Celestial Dragons didn’t erase God Valley from the map to protect their reputation. They erased it to hide a crime so monstrous that its exposure would collapse the entire Celestial system. The stakes for the upcoming 2027 film — and for the Final Saga’s endgame — could not be higher.

Evidence from the Manga

  1. Chapter 957: Sengoku reveals that God Valley has been erased from all maps and officially “does not exist.” This is not standard historical revisionism — the World Government has scrubbed entire nations before (Ohara, Lulusia Kingdom) — but always when those places held information that threatened the Celestial order. A simple pirate battle, however catastrophic, would not require geographic erasure. Something at God Valley itself had to disappear.
  2. Chapter 957: Garp is described as the “Hero of the Marines” specifically for his role at God Valley, yet he refused every promotion to Admiral afterwards. This is a man who, by his own admission in Chapter 432, hates the Celestial Dragons. Why would Garp fight to protect Celestial Dragons at God Valley unless he was operating under orders he personally despised — and perhaps later came to regret?
  3. Chapter 1096: The God Valley flashback in the Egghead Arc reveals that the Celestial Dragons were hosting a human hunting game on the island, using slaves and kidnapped commoners as prey. This transforms God Valley from a neutral battlefield into an active atrocity site. Rocks and his crew arriving at precisely this location — at precisely this moment — cannot be coincidental.
  4. 📌 Key Evidence: Chapter 1096 confirms that Kuma was among the slaves being hunted at God Valley. The Rocks Pirates’ attack therefore directly overlapped with a mass atrocity against civilians. If Rocks came for the Celestial Dragons rather than incidentally clashing with them, his entire historical characterization as a mindless destroyer requires revision.

  5. Chapter 1095–1096: Saint Jaygarcia Saturn is personally present at God Valley during the hunt. Saturn — one of the Five Elders, a Gorosei — does not attend routine pirate skirmishes. His presence suggests God Valley was a site of Celestial-level strategic importance, not merely a vacation island. Whatever was being conducted there required the oversight of the World Government’s highest authority.
  6. Chapter 958 (Wano flashback context) and Chapter 1066: Vegapunk’s research confirms that the World Government has a long history of weaponizing Devil Fruits through human experimentation. The MADS research group — which included Vegapunk, Judge, and Caesar — was eventually shut down and its members conscripted. If this research tradition existed before MADS, God Valley’s “erased” status becomes a plausible cover for an earlier, cruder experimental program on captive slaves.
  7. 📌 Key Evidence: The combination of Saturn’s personal attendance (Chapter 1096), the slave-hunting game infrastructure (Chapter 1096), and the World Government’s proven history of Devil Fruit experimentation (Chapter 1066) creates a circumstantial but compelling chain: God Valley was a black site, and its erasure from the map was an act of institutional self-preservation, not historical tidiness.

  8. Chapter 957: Roger and Garp — sworn enemies — formed a temporary alliance at God Valley. Oda has never written an alliance between these two characters at any other point in the story. For Roger, a man with no loyalty to the World Government whatsoever, to fight alongside Marines suggests he had an independent reason to oppose the Rocks Pirates that day — or, alternatively, that his true target was the Celestial Dragons themselves, and the battle simply forced a convergence of interests.
Rocks D. Xebec — Official History Rocks D. Xebec — Theory Revision
Attacked God Valley to seize power and destroy the Celestial Dragons Targeted God Valley specifically because he knew what the Celestial Dragons were doing there
Defeated by the unlikely Roger–Garp alliance; history ends there His defeat allowed the World Government to bury the evidence — making Garp and Roger unwitting accomplices in a cover-up
Characterized as pure chaos and destruction with no coherent ideology Carried the Will of D. — historically associated with opposition to the Celestial order — suggesting ideological motivation
Island erased from maps as a footnote to a famous battle Island erased because the island itself was the crime — not the battle fought on it

Our Analysis

What makes this theory structurally elegant is that it doesn’t require Oda to retcon anything — it simply requires us to read the existing evidence from God Valley’s perspective rather than the World Government’s. We have been given the official narrative (Rocks attacked, Garp and Roger defended, Rocks lost) entirely through the lens of institutions that have proven, repeatedly across the manga, to be unreliable narrators. Sengoku, for all his integrity relative to other Marines, is still a man who defended the World Government’s secrets for decades. His account of God Valley should be treated with the same skepticism we apply to every official One Piece history — which is to say, considerable skepticism.

The Kuma revelation in Chapter 1096 is the load-bearing pillar of this theory. Oda did not place a future Warlord, Revolutionary Army ally, and central figure of the Egghead Arc at God Valley by accident. Kuma’s presence there — as a hunted slave — means that God Valley is not ancient, sealed history. It is living history, directly connected to characters still active in the present-day story. This is Oda’s structural signature: the past is never truly past. Whatever secret God Valley holds, it will resurface through Kuma, through Bonney, and quite possibly through the 2027 film’s narrative, which Japanese fans are already speculating will serve as canonical backstory for the Final Saga’s conclusion.

The counter-argument worth taking seriously is that Rocks may simply have been what the World Government claims: a destroyer with no redemptive ideology, and the island’s erasure was purely about concealing the Celestial hunting game rather than any experimental program. This is a narrower version of the same cover-up — and honestly, it’s almost as damning. Even if Rocks had no noble motive, the World Government erasing an entire island to hide their own nobility’s atrocities is a Final Saga-level revelation waiting to happen. Either way, God Valley’s secret points directly at the Celestial Dragons — and that, ultimately, is what matters for the story Oda is telling.

Theory Credibility Rating

Theory Credibility: ⭐⭐⭐⭐☆
Based on manga evidence and foreshadowing

The four-star rating reflects exceptionally strong circumstantial evidence — Saturn’s confirmed presence, the slave-hunting context, and Kuma’s direct connection — anchored by the one unavoidable limitation: Oda has not yet shown us a single panel from inside God Valley’s pre-battle events, meaning the “experimental facility” component remains speculative until the 2027 film or a future manga chapter provides direct confirmation.
